After serving for more than 25 years at the UW–Madison, Charles retired on June 1, 2024. He holds the title of Vice Chancellor Emeritus, having served as Vice Chancellor for University Relations from 2015-2024. He also spent time in several other leadership positions on campus, including Associate Vice Chancellor for Government and Corporate Affairs, and Managing Director of the Office of Corporate Relations. After retirement he served as a Lecturer in the Department of Political Science where he taught a course on Wisconsin Politics.

A UW Law School alumnus, early in his career Charles served as both Deputy and Chief Legal Counsel to the governor of Wisconsin. He also served in the Wisconsin Army National Guard as an officer in the Judge Advocate General Corps, and in a senior leadership role in the Wisconsin Department of Veterans Affairs.
